Apple has released a new version of their iCloud Control Panel for Windows which also adds compatibility with Outlook 2016 (both 32-bit and 64-bit installations) via an add-in.
After installing iCloud version 5.1, use the iCloud Control Panel to configure it to sync Outlook 2016 with your iCloud Mail, Contacts and Calendar.
