POP3 and PST search broken by March 2017 Update for Outlook 2016
An issue has surfaced with the March Update for the Current Channel of Outlook 2016 for people that are using an Office 365 installation. After updating to this release or higher, search stops working for POP3 accounts and PST files.
Update 1:
This issue has been fixed in version 16.0.7870.2031. After applying this update, your Search Index might start to rebuild itself which could result in high(er) CPU usage and incomplete or no search results. Once everything has been indexed again, CPU usage will reduce again.
When you are still encountering Search issue then, continue with the regular troubleshooting steps to get Instant Search working again.
Update 2:
Additional Search Indexing issues were detected for all Outlook versions caused by a Windows update. These have been fixed by the July 2017 Cumulative Updates for your Windows version or by installing the update below;
You can check whether your installation is affected by going to; File-> Office Account. When this states that you are using Version 1702 (Build 7870.2020) or later, then your build is affected.
When you are indeed using a POP3 account and/or pst-files and search is no longer working for you, the current workaround is to revert to build 16.0.7571.2109 which is the January 4 release, also being referred to as Version 1611. Microsoft is actively investigating this issue but no release date for a fix could be provided at this point.
Uninstalling the update
Before uninstalling the update, disable automatic update via:
File-> Office Account-> Update Options-> Disable Updates
Additionally, create a reminder in your Calendar to re-enable updates in May as a fix for this issue should be deployed by then (possibly even in April).
To uninstall the update and revert to Version 1611, open a Command Prompt as an Administrator and run the following command:
"C:\Program Files\Common Files\Microsoft Shared\ClickToRun\OfficeC2RClient.exe" /update user updatetoversion=16.0.7571.2109

Exchange 2016 CU5
Cumulative Update 5 for Exchange 2016 is now available for direct download. It contains 7 documented new fixes or improvements and all previously released fixes and security updates for Exchange 2016.
Notable fixes and improvements are:
- This update includes the latest time zone updates.
- KB4013606: Search fails on Exchange Server 2016 and Exchange Server 2013.
- KB4015664: A category name that has different case-sensitivity than an existing name is not created in Exchange Server 2016.
- Note: This CU requires .NET Framework 4.6.2 to be installed before updating.

Exchange 2010 SP3 Rollup 17
Update Rollup 17 for Exchange 2010 Service Pack 3 is now available for direct download. It contains 5 documented new fixes or improvements and all previously released fixes and security updates for Exchange 2010 SP3. Note that mainstream support for Exchange 2010 has already ended.
Notable fixes and improvements are:
- This update includes the latest time zone updates.
- KB4014076: Migration ends and errors reported when you on-board or off-board a mailbox through Exchange Online in an Exchange Server 2010 hybrid environment.
- KB4013917: You cannot search in a shared mailbox through OWA in an Exchange Server 2010 Service Pack 3 (Update Rollup 15 or 16) environment.

Exchange 2007 SP3 Rollup 23
Update Rollup 23 for Exchange 2007 Service Pack 3 is now available for direct download. This is the last update rollup for Exchange 2007 and support for Exchange 2007 will expire on April 4, 2017.
Aside from all previous updates released since Exchange 2007 SP3, this update also includes new time zone updates.

Outlook 2016 Update for March 2017
A Rollup Update has been released for Outlook 2016. This is a non-security update which contains 19 documented improvements and fixes.
Most notable fixes are:
- Holiday events updates for Turkey, Germany, China, Hong Kong SAR, Macao SAR and Bosnia and Herzegovina. You must remove and re-import the holidays to update them.
- User experience delays during the Autodiscover process in certain network configurations in Outlook 2016.
- Modern attachments aren’t displayed in recipients’ mailboxes.
Office 365 subscribers have also received a feature update; You can now upload your attachments directly to OneDrive or OneDrive for Business and grant Read or Edit permissions to the recipients.

Outlook 2013 Update for March 2017
A Rollup Update has been released for Outlook 2013. This is a non-security update which contains the following 2 documented fixes.
- Assume that you open a meeting request in Outlook 2013, and then you insert an attachment in the response message and save the message as a draft item. When you try to open the attachment from the draft item in the Drafts folder, you receive the following error message:
The operation failed. An object cannot be found.
- User experience delays during the Autodiscover process in certain network configurations in Outlook 2013.
